District Election Officer gave information about the schedule and preparations for Chabbewal Assembly Constituency by-election during a press conference

The announcement of dates for Chabbewal Vidhan Sabha by-election by the Election Commission of India, the Model Code of Conduct has come into force with immediate effect in Vidhan Sabha constituency 44-Chabbewal (SC).
This information was given by District Election Officer-cum-Deputy Commissioner Komal Mittal during a press conference today. During this, Additional Deputy Commissioner (General)-cum-Returning Officer Chabbewal Vidhan Sabha constituency Rahul Chaba, SP Sarbjit Singh Bahia were also present with him. The Deputy Commissioner informed that the polling for the Vidhan Sabha constituency Chabbewal will be held on November 13, 2024 and the counting of votes will be done on November 23, 2024. He informed that nomination papers can be filed from October 18, 2024 and the last date for filing nomination is October 25, 2024. He informed that scrutiny of nomination papers will be done on 28 October 2024 and the last date for withdrawal of nomination is 30 October 2024.
The District Election Officer informed that there are 159141 voters in Chabbewal assembly constituency, out of which 83544 are male, 75593 female, 4 transgender voters. Apart from this, there are 21 NRIs and 601 service voters in the assembly constituency. He informed that apart from this, there are 205 polling stations in the assembly constituency. He informed that 9 flying squads, 9 static surveillance teams and 3 video surveillance teams have been constituted in every assembly constituency to monitor the election code of conduct. He said that while publishing any kind of election material, the printing press must publish the name of the printer and publishers on it, action will be taken against the violator under section 127A.
The District Election Officer said that the work of removing hoardings and posters of political parties from government and public properties has been started. He said that no election advertisement or hoarding can be put up on any private property without permission. He said that all the teams will work with full alertness to implement the Model Code of Conduct and its violation will not be tolerated at any cost. He said that instructions have been issued to the officers to work with full dedication to implement the election code of conduct and ensure legal action against those who violate it.
The District Election Officer said that a mobile application named C-Vigil has been launched by the Election Commission and through this any citizen can complain about the violation of the Model Code of Conduct. If the complainant wants, he can also keep his identity secret. Action will be taken within 100 minutes on the complaint received through C-Vigil. The Deputy Commissioner informed that a control room has been set up at the district level in room number 235 of the District Administrative Complex, which will also be the call centre for the 1950 helpline number. Any information or complaint related to the election can be registered by calling this centre. He informed that a voter can obtain information about his candidate through the KYC app. He informed that during the Model Code of Conduct, the MCMC team constituted by the Election Commission will monitor paid news, bulk SMS and social media. He informed that it is mandatory to obtain a certificate from the MCMC for advertising in electronic media/radio. He informed that political parties and candidates can also take permission online through the Suvidha portal.
Komal Mittal informed that there is a provision of drinking water, toilets, ramps, wheel chairs, signage, help desks, shade, appropriate lighting, voter facilitation centre at the polling booths. Apart from this, model polling stations, PWD managed polling stations, women managed polling stations are also being built. He said that elderly people above 85 years of age, voters with more than 40 percent disability will be able to vote from their homes, for which special arrangements have been made.
