University to Come Up at Bohan, Strengthening Hoshiarpur’s Digital and Technology-Enabled Education Ecosystem
Hoshiarpur/Daljeet Ajnoha/August 11 : Chabbewal MLA Dr. Ishank Kumar highlighted the significance of the important Bills taken up during the ongoing Assembly session, particularly the passage of the Cloud University, Hoshiarpur Bill, 2026. He described the passage of the Bill as an important milestone for Hoshiarpur and its youth and said that it would add a new dimension to the district’s higher education landscape.
Dr. Ishank Kumar said that with the passage of the Bill, the way has been cleared for the establishment of Cloud University, Hoshiarpur, a self-financed Private Digital University whose headquarters will be located at Village Bohan, District Hoshiarpur. The university will be run and managed by the Rayat and Bahra Group of Institutes-An Educational and Charitable Society, which had submitted the proposal for setting up the university under the Punjab Private Digital Open Universities Policy, 2026.
The MLA said that Hoshiarpur already has an important presence in the field of education, and the establishment of Cloud University will further strengthen this ecosystem by bringing a specialised focus on digital, online and technology-enabled higher education to the district. He said that the university has been envisaged to offer undergraduate, postgraduate and professional programmes through synchronous and asynchronous online delivery, digital assessments, virtual laboratories and other technology-enabled tools. The Bill provides for education and research across diverse disciplines including Engineering, Medical, Paramedical Sciences, Sciences, Social Sciences, Life Sciences, Humanities, Liberal Arts and Management, along with e-learning and online education and training.
Dr. Ishank Kumar said that the university’s focus on modern digital infrastructure will make it distinct from conventional institutions. The Bill provides for systems including Learning Management Systems, digital content studios, cloud hosting, virtual classrooms, proctored examinations, AI-enabled learning pathways and facilities designed to support low-bandwidth and mobile-first access. He said that at a time when education is rapidly evolving through technology, such an institution can provide students with greater flexibility and access to new-age learning opportunities while promoting research, innovation and modern digital pedagogy.
Welcoming the passage of the Bill, Dr. Ishank Kumar said that Hoshiarpur has received an important opportunity to further strengthen its identity as an education-focused district. He said that the presence of institutions such as Rayat-Bahra, along with the proposed Cloud University, can give the district a broader and more diverse educational ecosystem and create greater opportunities for students in the region.
“This is not merely the establishment of another university; it is an opportunity to connect the youth of Hoshiarpur with the education system of the future. With its focus on digital and technology-enabled learning, Cloud University can open new avenues for higher education, skill development, research and academic growth for our region,” said Dr. Ishank Kumar.
He added that as MLA from Chabbewal, being his constituency in Hoshiarpur district, he would continue to raise issues concerning the development, education and future opportunities of Hoshiarpur in the Punjab Vidhan Sabha and work towards ensuring that the district continues to receive opportunities for growth and development.
