In a candid interview with Renowned Educationist and Journalist Sanjiv Kumar, Sanjiv Kalra, IPS, DGP Home Guard Punjab, shared insights into his remarkable journey, the operational framework of the Home Guard, and his vision for the future. Here’s a glimpse into the highlights of our conversation:
Reflecting on his career, Mr. Kalra shared, “My journey in law enforcement has been deeply fulfilling. From my initial postings to my current role as DGP Home Guard Punjab, every step has taught me the importance of adaptability, leadership, and a strong commitment to public service. It’s an honor to lead an institution that plays such a crucial role in ensuring safety and security.”
Discussing the department’s responsibilities, he explained, “The Home Guard is a vital support system for the regular police force. We assist in law and order maintenance, disaster response, and community services. Our flexibility allows us to complement the police during emergencies and large-scale events.”
Mr. Kalra elaborated on the Home Guard’s readiness for crises: “Our personnel are trained to handle natural disasters, civil unrest, and public events. Recent scenarios have demonstrated our capability to respond swiftly and effectively.”
Highlighting modernization, he said, “We are investing in advanced communication systems, disaster management tools, and digital training modules. Equipping our team with the latest technology ensures efficiency and preparedness.”
“We prioritize the welfare of our personnel through counseling services, stress management workshops, and welfare schemes. A motivated team is essential for effective service,” Mr. Kalra emphasized.
“In rural areas, we work closely with communities to prevent crimes and manage disasters. Public engagement initiatives like awareness drives and training programs in urban areas strengthen our bond with citizens,” he added.

Speaking on collaboration, Mr. Kalra remarked, “The Home Guard works seamlessly with police and disaster response teams, ensuring a unified approach. Recent projects, including technology-driven monitoring systems, have significantly enhanced our operations.
Looking ahead, he shared, “Our focus is on strengthening community ties, enhancing training programs, and leveraging technology. The future demands an agile and resilient force, and we are committed to meeting those expectations.”
